Asylum Seekers: Our Commitment

Joseph Francis - A devoted advocate of oppressed minorities
The news of Joseph Francis’s passing on 11 February 2026 filled me with profound sorrow. Although he lived in Lahore and I in Karachi, our paths first crossed in the early 1980s. As Executive Secretary of Idara‑e‑Amn‑o‑Insaf (Justice & Peace Commission), I frequently visited our Lahore branch and came to know Joseph well.
Even then, he stood out. I was deeply impressed by how a single, determined individual could mobilise small groups to protest the mistreatment of minorities and the attacks on their institutions. From 1985 onward, he dedicated himself to providing free legal aid to victims of the newly introduced blasphemy laws. His courage was unmistakable. He endured police brutality, faced repeated death threats, and yet remained unwavering in his commitment to justice.
In recognition of his tireless advocacy, a group of prominent Christians supported him in establishing the Centre for Legal Aid And Settlement (CLAAS) in 1992, giving institutional strength and visibility to his mission. International human rights organisations soon partnered with him, offering grants to help contest blasphemy cases and to defend minor minority girls who had been forcibly converted and married. When these girls were acquitted or rescued, he ensured they had safe homes to rebuild their lives.
Joseph devoted 54 years to the service of vulnerable communities—steadfast, principled, and selfless to the very end. He departed peacefully, surrounded by the love, respect, and gratitude of all who had witnessed the extraordinary impact of his life’s work.
